Bipartisan bill gives federal support to medical-legal partnerships.

Root Cause is ecstatic to announce that the bi-partisan Medical-Legal Partnership for Health Act, which authorizes $10 million to create a federal Medical-Legal Partnership demonstration and evaluation program, was introduced in both the U.S. House of Representatives and the U.S. Senate on July 29, 2010.

Root Cause has worked with the National Center for Medical-Legal Partnership since 2009 to help it develop a business plan for expansion, a framework for thinking about its provision of services, and ways to measure its returns on investment.

Medical-Legal Partnerships (MLPs) bring legal aid attorneys into the clinical health care setting to integrate preventive law and preventive medicine. MLPs provide essential legal assistance, which is often necessary to prevent and treat illness and injury. For example, domestic violence victims who need medical attention often also need legal help to prevent future abuse; citizens with chronic illnesses often need an attorney to address housing issues, such as lack of heat or the presence of lead paint; and a lawyer can be necessary to get a patient the disability, Medicaid or Medicare benefits to which they are entitled.

The bipartisan bill is sponsored by Senators Evan Bayh (IN), Kit Bond (MO) and Tom Harkin (IA) in the Senate, and  Representatives Dan Maffei (NY-25) and Chris Murphy (CT-5), with key support from Bruce Braley (IA-1), Raul Grijalva (AZ-7), James Langevin (RI-2), Patrick Kennedy (RI-1), in the House.

Medical-Legal Partnerships help realize the desire of the recently passed Health Reform Bill to improve US health care systems and access. The National Center for Medical-Legal Partnership and this bill will surely improve health outcomes for our nation’s most vulnerable populations. They also exemplify the manifestation of Root Cause’s core ideas and ideals, including collaboration within and across sectors, a critical role for government, and the importance of making decisions based on measurement and data.
